Banks are cutting ATM fees to woo retail customers in the Chicago area. MB Financial Bank N.A. is waiving all ATM fees for customers with a minimum balance of $2,500 in their checking or money market accounts. The program, called "ATM Freedom," eliminates foreign fees levied for using other banks' ATMs and also covers surcharge fees imposed by other banks. MB says surcharge fees from other banks will be refunded the following day. Chicago-based MB Financial claims 70,000 accounts and $5.6 billion in assets, seeks to coax customers away from banking behemoths such as JPMorgan Chase & Co., which has$1.3 trillion in assets and 1,300 ATMs in the Chicago area …
